Payment keeps saying “ We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different funding source”

Difficult to advise as you haven't said which funding source you are using / if used before / if confirmed / back up funding sources / countries / currencies / using balance or any information at all really.
