Virtual Terminal Fees

Tested the Virtual Terminal with a $1.00 charge to see if it works, and PayPal took 52 cents! Is this normal? That's a 52% fee. I thought the rate was 3.1% plus .30? Please help me understand why I only received 48 cents as payment.

The fee is 3.09% + $0.49  (add 1.50% for int’l transactions).

If sending $1, the amount that will go to fees is $0.52 and the recipient will receive $0.48. That's 52% going to fees, effectively.
