Hello community, It seems to me that Paypal is making up their own rules about how you use YOUR money. I'm trying to deposit a measly $10 to my states Virginia Lottery commision online site. Paypal will not authorize it due to "Government Regulation". Funny how these "Government Regulations" do not apply to the other giant financial institutions like Bank of America, American Express and others. To make matters worse, the Virginia Lottery DOES accept Paypal as a form of payment! Go figure. I'm going back and forth with Paypal help desk on this issue. All I can do is complain, I'm good at that!

A measly $10, Paypal makes their own rules about how to use YOUR money, BOA, American Express and others do not..

Then use BOA or American Express then, no one is asking you to use Paypal account to spend your measly $10 are they.
