Unable to process payments

I am using paypal as my payment gateway to charge subscribers for my membership website, but I have an issue where several members are unable to get their payments through. The payment processor (Ontraport) says there is no reason why the transaction should be getting denied on their end. The customers have also contacted their banks/card providers to approve as a merchant who can charge the card. So the only thing left to check is paypal. Is there any reason why paypal would decline these transactions? In at least one instance this is an existing customer who had made several payments before it was denied.
