Unable to make any payment at all

My account is US-based business account, used mainly to make payments. Yesterday I made a purchase to Ebay Canada for roughly 2200 CAD. I received several text messages asking me if I made the transaction. I replied [1] confirming I did. I received 3 text messages and I replied 3 times.

 

But later in the night I received message saying "For your protection we've limited your account due to potential unusual activity" Log in to your PayPal account for more info and next steps. When I logged in, it asked me for a "quick security verification" and to add a phone number (I have had phone number on the account since 2014) but it says it could not verify it's me.

 

Doing some online digging, a password reset was suggested. I was able to log in by resetting the password, by getting email verification code. I was then able to get into the account, but I am unable to make any payment. I tried to reset the password again, now using my full credit card number for verification (what better way to verify it's me, right?). I reset the password, but still unable to make the payment. The system asks again for "quick security verification", requesting me to add a phone number, but the phone number is not accepted saying "we could not verify it's you". 

 

I tried the chat/message option last night, and early morning Vinay responded "I have reviewed your account and I have limited options in chat so we would be able to help you only by speaking with you, this is to run a security check. A phone agent can run the security verification needed."

 

Finally I was able to get to speak to someone at PayPal this morning (after getting many times the automated message "We are experiencing extensive wait time and a customer service representative is not available to speak to you on the phone. Please use the message feature to speak to our agent.")

The agent says there is no limitation on my account and no security lock, and that the inability to pay is system-generated and that they have no way to override it. They say to just "try later, give it some time". But the text agent wrote I need to do a security check, but phone agent says there is no security check to do. This is so strange and very frustrating.

 

We need to make payments, this is a business PayPal account, we have invoices to pay which are linked to PayPal. I really don't know what to do.

 

I am thinking, can this be related to the "Get more details in your PayPal China account" issue? I clicked this out of curiosity in the transaction detail of the 2200 CAD Ebay payment (I was like, I don't have a China account, why should I check this on PayPal China account)? Could my account been security compromised by this and that's why PayPal is not allowing the payments?
