Transaction declined by the card issuer, but still charged and not appearing in Paypal.

I tried making a payment yesterday which was declined by the card issuer. No trace of the transaction on my Paypal account but after looking at my card I can see I've been charged. Is this a common occurrence? Any idea of when the funds will appear back on my card?

You would need to talk to your card issuer on this one as sounds as if paypal have never received them to do anything with.
