Transaction Missunderstanding

Client( Ukrainian) Send me 560$  which as His Account says was 537Euros.  I received it and charged 29 Euros.  So I have now 508Euros on my account

Which is 487 $ by Currency Exchange of Paypal.

This means I get charged 73$ instead of 29 $. As I know Charge Per 100$ is 5$. How it is fair ?

 

Money was sent from USA  New York  to Georgia ( country in Europe )

 

As Support says there is some Discounts on Ukrainian account there are some Discounts, But It looks Like acts opposite.

Hello No I didnt Find answer on My questions.

 I know   currency Rate, But   Want to talk directly Support 

Because I get Charged 73 $ instead of 28 $,  I want to this be Explained Including Currency Exchange and etc.
