Shipping Proxy had package returned and won't refund me

I used a service called Buyee to buy and ship some items from Japan. I spent over $200 on shipping and they ended up shipping with FedEx. They didn't seem to have the proper customs forms filled out when they shipped it so it got stuck at customs with an error: " Recommended action: Importer must provide the required registration/ identification number."
So I contacted Buyee which said that they couldn't fill out the forms and I would need to contact FedEx to send them myself. After spending hours on the phone over several days I was never able to reach the correct department regarding my package and it was eventually returned to sender.
Now Buyee is asking me to pay AGAIN for shipping when the same thing will probably happen again. They haven't asked for any additional customs forms or told me which shipping carrier they plan to use. Is there any sort of option in this case for me? By paying for this service are they not required to fulfill their duty and make sure the package reaches me? Can I dispute the charge for shipping or the charge for buying the items or both?

The exact same thing happened to me today and I really don't know what to do. I dont understand why Buyee is making us pay for shipping again this is ridiculous. Let me know what you do because my package is en route to Japan.
