Paypal do not encourage the use of pre-paid cards on PayPal. Merchants can choose which funding sources they will accept as payment, and pre-paid cards are very rarely accepted. Try adding a debit/credit card issued by your bank, and complete the required verification.
Advice is voluntary.
Kudos / Solution appreciated.

Thanks for your kind advise. Actually I have successfully use several prepaid debit card before. Even at the same day. The transaction was smooth. I even contacted both parties, paypal and my card providers. They’re both mentioned no issue with my account, and no restrictions for my card. As per your suggestion, I try to add my debit visa card which is not the prepaid one, but it happen the same. Not sure what went wrong. It grey out on the button “send payment now”. Paypal customer service also seems like no idea on what was happening.
