Seller chose echeque refund because it's slow?

Was having some trouble with a seller who ended up being very awkward and lying. I opened up a case immediately after he lied. He then refunded me via echeque and I'm wondering if this echeque method has been chosen to be even more awkward and slow? This isn't a private seller, but it is a small business.

Sellers can only refund via funds that are cleared and not pending in their paypal balance OR via a bank account as an echeque.

But be aware echeques can fail if there are not enough funds in the bank account to fund the refund.

I know. Is there any valid reason that an experienced seller wouldn't just transfer funds from their bank account to their PayPal so I could get the refund quicker? Or why would they even not have funds in their PayPal account? I've never had a refund in such a slow way before. With the seller being awkward and a liar I think they chose this method to be even more awkward.

Would take the same amount of time to transfer funds from their bank account to their balance as it would to send you an echeque refund.
