Seller said he couldn't receive the money in his paypal because his account is blocked. He asked me to cancel the transaction. How do I do that? He can't access his PayPal account to do anything because he can't pass the verification process. The reason he can't is irrelevant, but I want my money back. The transaction is already completed according to PayPal. The seller is a good friend of mine; I trust him.

If he doesn't have the phone then all he has to do is contact customer services and they will help him log into his account and change the number.
Then he can access your funds.
If not then as I said if you sent the funds using goods/services open a dispute for non receipt of item.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

If its showing as completed/sent or payment then it has successfully transferred to the email address you sent it to that is linked with an active paypal account.
If he can't verify to withdraw the funds then he needs to issue you a refund.
If the funds were not in his account then it would show as pending/unclaimed on your side/paypal account.
Did you send using friends/family OR goods/services.
If friends/family then not a lot you can do about it which is why scammers sometimes tell you to send that way and then say they have not received it or can't withdraw it. If goods/services then you could open a dispute for non receipt of item which your friend does not challenge to get a refund.

The problem is that he can't access his PayPal Account. I filed a case with PayPal and explained all that, but all they did was send him instructions on how to send me a refund. He can't do anything they told him to do because he can't log on or open his PayPal and I explained that SO clearly in my case description. PayPal is trying to send a verification to a phone he no longer has access to.

@SixSigmaGuy1, I'm sorry to hear there's still some confusion here. If your seller is unable to access their account for whatever reason, that's something they need to resolve with our Customer Support teams. I'm sorry they're putting you in the position to look for a resolution for this payment issue.
With that in mind, you can open a case for an Item Not Received if you sent the funds using Goods & Services as Kernowlass stated previously. It is true that PayPal does not have an option to just cancel a transaction that's already been received into the receiver's PayPal account. I understand you stated you have already opened a case with PayPal. I'd recommend reaching out to our Customer Support teams using the details Kernowlass provided above with any questions regarding the status of that case.

You're so welcome, glad I gave up my time to advise you.
YOU can't cancel a completed transaction.
The funds are IN the sellers account, if he can't access his account then he has to do is contact customer services.
I also told you what to do if he does not access the account dependent on how you sent the funds, so, again, you're welcome.
Its hardly paypals fault you sent funds via paypal to a ''friend'' who can't accept those funds as he can't access his account.
Maybe checking with someone first would be a plan instead of blaming the payment processor who sent the funds as you requested to be sent to the paypal account you requested them to be sent to.
