Security challenge

I am trying to pay for internet at a hospital . When it vows to paying I keep getting the “security challenge” on a loop ? Any suggestions?

If you are having trouble to make a payment please try clearing the cache and cookies from your browser history and use new browser. However, if you are using PayPal app please try uninstalling and reinstalling the app.
