I want to withdraw my € 300 from paypal and what they don't allow, I tried to call two banks but they couldn't help me because it seems to be a problem with paypal. Every time I try to withdraw it says, Right now, we’re not able to transfer the money to your bank. I don't know how to solve the problem, I read it on various pages but I didn't find the answer.

Not sure what the transfer options are in your country, when you click to withdraw can you add and confirm a card instead and withdraw to that?

All my cards have been confirmed, when I want to withdraw new ones, only these VISA cards come out, and when I click on other cards, they show me this MASTERCARD, on which I have no choice.
I called the bank and they told me that the cards have a problem globally, I don't know how true that is because when I called another bank she didn't tell me. I don't really know what the problem is, whether this is a problem with the card, the bank or paypal

If you are in Bosnia then why are you using a Croatian paypal account?
Paypal is country specific so if you try and use another countries paypal account you will get problems.

I called paypal and they told me I would receive an email with instructions however the instructions tell me
If there's money in your PayPal account balance, you can withdraw it to your bank. You can also ask us to transfer it to your new PayPal account. Just send us a message through our Contact Us page outlining the email address of your new account. Bear in mind you may receive and automatic reply. If you do, please reply to it, re-iterating your message. It may take up to 7 working days for the transfer to take place.
I do not have this e-mail, how to contact me with a request to transfer my money to the new paypal

If you have moved countries and paypal are offering to transfer the funds for you then you need to give them the email address you use with the new account, they can't transfer your funds without it.

Contact customer services and send them your email address that identifies your new paypal account.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
