Can paypal return a payment to a sender? Because i received a money by accident but my account now is permanently limited which is preventing me to do anything on my account.
I'm sorry to hear that your account has been permanently limited. When this happens, you may not be able to issue refunds. The sender should have the option to open a dispute on the transaction. They can visit the Help Center to find steps on how to open a dispute on a transaction.
