Refund error?

a friend sent me money to a newly made account via business and I wanted to refund it for him to resend it via friends and family, however it's denying my refund due to technical reasons, what can I do about that or can he change it to friends and family from his end?

Are the funds on hold?

You don't get your fee returned as any refund that you make so refunding would not help fee wise.
