I'm trying to send a payment to a friend in India (I'm from PH) but it says recipient is unable to accept payments right now. I was able to send the payments at first and she was able to see the notification in her e-mails. Her e-mail is already confirmed but paypal keeps asking her to confirm her e-mail to accept the payment and she already did the confirmation part 3 or 4 times.
