I am sorry to hear you are having issues adding your PayPal account as a payment method to your Google store. I know this must be frustrating. This could be due to several reasons, for example if your have not yet verified your PayPal account.
You may need to verify your PayPal account and confirm your email address before linking it to your Google store account. To confirm your email address, please follow the steps here. Once you have done this, you can then follow the steps here to verify your PayPal account.
When you have completed all these steps, please try linking your account again.
