Paypal is claiming that 2080USD equals 1930 Euros. What am I missing?

Paypal is claiming that 2080USD equals 1930 Euros. What am I missing?
The exchange rates on the website including the conversion fee does not add up to this, unless it somehow charges nearly 7%.
