Payment went out of bank 2 times, didnt get in my paypal

So I had to top up my account, I did that and the payment went out of my bank account 2 times.

That was on 04/10.

My top up states it will be on paypal 10/10 (today) but nothing happened.

Meanwhile I cannot do any payments on my account..

You never need funds in your Paypal account balance as a buyer. When you purchase an item then Paypal credit the seller for you, this is so there is no delay in the despatch of your item. Paypal will then take the wait for the funds to automatically transfer to reimburse them from your linked funding source.

As paypal have not received the funds then you would need to talk to your bank about where they are, however you need to allow 5 business days for the transfer.
