Payment on pending

I’m from the Netherlands I needed to send money to somebody on the Vs it shows that I send the money , even got a receipt. But it’s says it’s waiting for confirmation. But the person got a message saying she received the money but it’s still pending. I can’t cancel it anymore and try again HELP. Btw I’m new first time ever using PayPal

If its on hold on their side and completed on yours then its between them and paypal, tell them to read this link.
