Payment on hold despite saying it should be released

I sell frequently, and have always been able to have funds released early with a ID verification. I have a perfect seller account with no disputes or negative feedback. My artwork takes about 4 weeks to complete and I typically drop it off to the person locally. I had a customer purchase a commissioned artwork on 5/20 and Paypal is holding the funds and refusing to release it despite releasing all other orders with the security check and not having any negative feedback on my account. Per the hold, it reads it would be released BY June 10th...today. It is still not released and Paypal is not responding to messages and there is a long hold time to speak to someone. Why are they continuing to hold MY funds??? This is extremely unfair to someone who relies on this.

I am sorry this has happened and I can understand your frustration.
It sounds like the payment is subject to payment hold and these holds apply to all PayPal accounts.
