PayPal won’t let me pay, but doesn’t decline?

PayPal keeps telling me to “try again later” or “try different payment method” and “something went wrong” every time I try to pay. How can I fix this? I’m not being declined.

1. Try again later.
2. it declined.
3. All I can think is contact PayPal via by calling or DM @ AskPayPal
