PayPal will not accept a transaction I'm trying to make why not

PayPal is saying that I cannot make the transaction that I am trying to use to use another form of payment but this is not on a credit this is through my bank

Any activity can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future.
