PayPal says transaction cancelled but sender says they were charged

I have an issue with a buyer who cancelled a transaction. PayPal sent me an email to inform me that the transaction had been cancelled after I had verified that the funds were in my account and shipped the item. The buyer insists that they did not cancel the transaction and that their card was charged. I called PayPal many times and they always say that the transfer was cancelled by the buyer. The buyer has remained in contact and is trying to hep me find a solution. Was I scammed or has this happened to anyone else? I can't file dispute or claim because it doesn't show as a transaction on my account.
