Not enough funds in PayPal account to issue a refund

I would like to issue a refund to someone who sent me money today. However, in order to issue a full refund, I need to be able to add the amount that was deducted as PayPal fee. I don't really use my PayPal account to hold money, so I don't have a balance on the account beyond what was erroneously transferred into it today. Why doesn't Paypal just use my bank card to add the missing amount?
Any ideas on how to solve this issue? PayPal won't let me add the missing 10 bucks as I cannot request money from myself.

Welcome to the PayPal Community and thank you for your post!
I do understand your concern with this. If you don't have the full amount of the refund available in your PayPal balance, you will need to add funds to cover the remaining amount. You will need to add the funds using a bank account, you won't have the option using your card I'm afraid.
To add funds to your PayPal balance, simply follow the steps here.
