Not able to transfer PayPal balance to my bank or debit card

I received money from my sister to my PayPal account and I keep trying to transfer it over to my other bank account/debit card and it immediately errors out and says “There’s a problem. Right now, we’re unable to complete this transaction.” What is going on???

Have you withdrawn funds before?
Are you withdrawing to a bank account or debit card?
What error message are you getting?
Have you verified / confirmed your bank account?
Are the funds cleared and not pending?
Are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
Is any debit cards billing address the same as your paypal account address?
Have you tried another browser / cleared your history/cache?
Have you tried withdrawing to the app?
