No limitations and still unable to use account for any sort of transaction

So for 2 days I've been trying to transfer my money to my bank or one of my debit cards or even send someone else money or buy something. And PayPal keeps saying they can't confirm it's me, or sometimes it says sorry we can't complete this transaction. I have called them multipul times, I have tried everything honestly. It's just not fair. Can someone please help me.

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.

Also are you using a VPN?

Do you live in the U.S (as you have a U.S paypal account)?
