My bank is under sanctions, how do I get the money returned?

Hello, I live in Belarus and I received a refund for the purchase on my bank card. But due to the sanctions, my bank cannot accept money transfers from other countries. I have a card of another bank that is not under sanctions. Can I get a refund to another card?
