Missing Re-Deposit from National Bank of Greece to PayPal

PayPal Dispute CASE ID - PP-D-139708448
Good Afternoon,
I do hope this message finds you well. I am a client at PayPal and do hope to find resolution to a significant problem I am facing now for close to one year. Please may you assist with escalating this issue at your discretion to your team of experts that may look into this matter as I am afraid that the online resolution center is not fully understanding the case.
I will explain to you the issue i am having step by step with as much detail as possible -
On 23rd February 2021 I conducted a transfer of €5,000.00 from my PayPal account to my personal National Bank of Greece Euro currency bank account with IBAN GR** **** **** **** **** **** [removed].
This transfer was denied by the National Bank of Greece, they contacted me on the telephone and for some reason they were unable to deposit the €5,000.00 from my PayPal account to my personal National Bank of Greece Euro bank account that I hold with them.
The National Bank of Greece issued a return of funds transaction for the €5,000.00 to return back into my PayPal account from where it originally was transferred. The problem is that the return instruction has not reflected into my PayPal account since that time February/March 2021.
I have contacted the National Bank of Greece and investigated the issue, they are claiming that the transaction was processed correctly. I received the same response from PayPal, however my PayPal account has not yet been credited with the €5,000.00. I have opened and appealed the case with PayPal three times and they have closed the case stating that the transaction was successful. PayPal is not looking at the incoming re-deposit. The bank letter clearly states an account number in PayPal, the name of the bank and the MID number where the funds were returned to.
I have the following documents regarding this entire transaction:
- Initial transaction of €5,000.00 from my PayPal account (PayPal Transaction 23rd February 2021),
- PayPal statement and activity history (01st February 2021 - 20th February 2022),
- National Bank of Greece return instruction.
Please may PayPal seriously look into this problem, it may be a simple logistics issue. I am basically disputing a re-deposit of the same funds that had been transferred out of my PayPal account and were returned by the National Bank of Greece destined for my PayPal but are yet to reflect.
I would very much want to resolve this matter as it is now almost 1 year that I am short of this €5,000.00.
All the details are available on the bank letter which has been digitally signed by both the bank manager and deputy.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

I have contacted PayPal customer services using the help function on PayPal and also opened a dispute with them regarding this entire transaction. PayPal have closed the case and i appealed to them three times to look into this issue. The last response i had from PayPal customer service was yesterday 24th February 2022 whereby they stated that they elevated the issue to one of their specialists that returned with the same answer as before.
Since that response, i am unable to re-open any case or conduct any appeals regarding the missing funds. PayPal have blocked my ability to press this matter any further to investigate this issue thoroughly which indicates to me their level of understanding regarding this entire scenario.
It is almost a year now that this has happened and neither PayPal nor the National Bank of Greece are helping to track down these funds and return them to the correct account.
I have spoken to PayPal customer services on their online chat platform, the same response as above,
I have sent them a message and no response regarding this issue,
I have tried to send PayPal a message on Facebook however the messaging service is automated and is identical to that of the online chat service, the same response is returned as above,
I unfortunately do not have a twitter account to post this problem i am facing.
I have provided official bank documents stating the return instruction of the funds however PayPal are not acknowledging this and i do not understand what the problem is exactly.
Are there any other methods available to resolve this issue as i have exhausted all searches for finding an amicable resolution to this entire situation. Any help is greatly appreciated.
