Is there a way to turn off purchase protection?

I was sending money to a friend who's account is a business account with paypal. It charged them a fee for the transfer even though it wasn't for a purchase. Is there a way to turn off purchase protection when sending money to a business account?

Sadly not, business accounts can no longer receive friends/family payments.

So I have a personal, non-business account, a linked bank instead of card,  but I still cannot send to family/friends...please help?

As you haven't added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in so unfortunately its hard for us to advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.
