I need help canceling a pending transaction but PayPal does not give me the option to do so

Hello I am having serious trouble with both the PayPal app and website. Circumstances have required me to cancel a pending transaction but there is literally no link button or option for me to do so via the PayPal app or website. I've tried contacting customer support to no avail. It is all automated and I cannot connect to a real human which is making this process all the more frustrating. On top of it all the recipient that I am trying to send money to cannot even log into his account anymore because the PayPal system thinks that his phone number is fraudulent. Which is completely ridiculous seeing that he was able to access his account just minutes ago with no hassle. But can somebody please tell me how I can contact a real human being at the PayPal company to get my issue resolved because I need to send this money immediately since it is to help with a family emergency. Seriously this cannot wait it has to be resolved today. Thanks!

I'm sorry but none of these suggestions were applicable in my case. No expired card, never had a negative balance in my life, seemed like a reasonable amount of money that someone would send to cover costs such as rent, car repairs, etc. I was trying to send to a family member but that's beside the point. It still doesn't explain why there was no option to cancel the pending payment when it hadn't even been claimed or cleared yet. There was simply no feature for it even though it was advertised as such. Also misleading info on instant transfer, which is what we tried but again, there was no option for it. The standard transfer would've taken over 10 days to receive which is an ugodly amount of time in this day and age where people are struggling and need access to funds at a moment's notice if needbe. Both the app and website seem to be lacking critical features. I'm not sure if this is because I was accessing both via my phone but it shouldn't have made a difference. I also asked for how to reach a Paypal agent to resolve the issue in which case the only way to get to someone (that I've been able to figure out) is to say "I need to speak to a representative" to bypass the automated system. Which to be honest it's rather frustrating that this option isn't offered in the first place. I'm going to speculate here a bit but it ses that Paypal is trying to limit the amount of calls to their 'human' support either due to lack of staffing or as a means of disincentivising people to resolve their issues in a timely fashion or even give up entirely. At this point I'm convinced Paypal is a broken payment system with gaping flaws meant to restrict, mislead, and wheedle away people's time and money. I can't believe people still use Paypal when there are far better options out there. I'm never using this service again, will stick with Zelle where my friends, co-workers, and family can receive money within minutes and not TEN DAYS!!! **After finally managing to get through to a genuine human at Paypal support she told me the only way to clear a pending transaction was to issue a stop order from my bank, which I did as this seemed to be the only viable solution. Afterwards I simply wired the money direct. Why on earth aren't support agents given the ability to cancel transactions in your stead? It makes no sense. All the more a convincing reason to ditch Paypal and never look back.** Thank you for your time, but the suggestions were unhelpful, to say the least.

There are times however when its you and the seller / recipient that take the wait for the echeque to clear and here are some of the reasons...

1. Back up card has expired or needs updating.
2. You have had a recent negative balance or failed bank transfer (so paypal are not going to credit the seller in advance in case it happens again).
3. For some high cost riskier payments / transactions.
4. Friends / family payments *funded from a bank account* as this option is free then its you that takes the wait this time.
5. Clearing a negative balance.

Advice is voluntary.
Kudos / Solution appreciated.
