I have received payment from USA but some fee was deducted, why so?

As title says, I have made a request of 692 USD from a USA company, and right now I have on hold 654,40 USD instead of 692 USD, in transaction its shown: Fee - 37,60 USD, my question is why did I pay the fee? And how to retrieve it as I didn't sell any product, I just provided a service as a contractor

You pay a fee as a seller to receive funds for selling goods OR services.

Sorry for the late reply, I have a contract with a company in the USA and I'm working 40hours/week, now it seems that I get the almost same amount of money with PayPal's fees as on my previous job, the question is how I may send an invoice without paying PayPal's fees?

You can't, an invoice is a goods/services payment and so a fee would be deducted.
