I have gone into the settings and there isn't a button to use the balance instead of my card.

Unfortunately, the policies for your country does not permit the spending of the PayPal balance. It must be automatically withdrawn every month to your Visa card.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
