I can’t receive money, but I’m able to send money

When I request money or send the PayPal.me link to family they keep getting error about transaction can’t be completed when trying to send it, but I’m able to send money to them. Help

I’ve sent money to a person in my country and it went through without any problems. I’m allowed to receive payments.
