How to choose payment option? I can't choose the option "send to friends"

I really can't use this option. Can anyone answer why? Like I wan't to send money by send to friends and family option. 

By the way, I'm from CIS country KZ.

The friends/family option is not available in every country.

If not available in yours then have you considered if xoom would be an option?
