Senders simply select friends and family option or goods and service option when sending payment. The option usually appears while entering or after entering the amount.
Business accounts holders cannot receive friends and family payments so recipient would need to open a personal account with a different email address or give you an unregistered email address to send money to. PayPal will email them about how to sign up for account and choose personal account type during sign up.
Plus, not all countries have the friends and family option (sending or receiving) so if sender don’t see the option to choose the friends and family payment type when sending money, then it is not available to them or PayPal blocked the option for an account due to improper use.
