How can (setting?) a US PayPal Business allow payment from non-US account holders?

Is there a setting to change for a US Business Paypal merchant to allow payment from non-US paypal users (such as me from New Zealand)?

I'm trying to pay a US supplier invoice and I can't complete the payment as I get this message:

"This payment method is only available to US PayPal account holders"
