coming across a really annoying issue. Everytime I try to make a IAP with PayPal I get the error “unable to make purchase”, I then go to my payment methods to see this. H•••••••@outlook.com(verify). I don’t know what to do or what to verify please help

Try going to your PayPal help center, they should be able to direct you
