Thank you for your post and welcome to the forum! I'm sorry to hear that you're unable to add PayPal to Google Pay.
It sounds like the initial link is failing for one of a few reasons. It is possible that there is an unconfirmed part of your profile, such as your email address or phone number or other credential. There's also a possibility that the system is blocking the link as a security measure. I would suggest contacting Customer Service for some troubleshooting.
