I'm sorry to hear that you've been unable to use a gift card to send money to Personal accounts. It may be that the transactions are running into difficulty because our security system is seeing the payments as risky for fraud. I regret that if this is the case and it is persisting, the transactions would not be possible with that payment instrument. I'm sorry for the inconvenience.
