Delivered a month ago - money on hold... How is this legal?

I have a client who purchased almost $1000 worth of product in December.  It was all delivered in December.  I have tracking, I have invoices, I have everything.  Said client is late in paying and asked to pay via Paypal.  I foolishly said yes.  And now I cannot access my money, because Paypal is not smart enough to understand that.  How do I prove to Paypal that not only did I deliver, I delivered over a month ago?  Feels like this is illegal.  They are asking for proof of delivery, but they aren't acting on that proof of delivery.

Have you added the tracking number to the transaction and does tracking show online that it has been delivered to the buyer.

If so then contact customer services, if not you may have to wait 21 days.

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?

Added tracking number.  Tracking shows it has been delivered - in DECEMBER.  The message I got was that PP would send my client an email asking them to confirm - email was not received by client.   Contacted customer services.  Was told 'too bad, so sad'.    They pretty aggressively don't care.  So... I shipped in December, client delayed paying for over a month, I kindly let them use PP and now won't get my money for another 21 days because PP has decided, based on ZERO evidence, that I am committing fraud. 

They are holding my money and I am paying them for the privilege.  I will no longer accept paypal after this.  It is unacceptable.
