Currency conversion

Hello

I have an available balance in my Paypal Wallet in USD and want to withdraw

to USD-based card from a Ukrainian bank.

For whatever reason Paypal offers to convert to local currency (UAH) before withdrawing
to a USD card. Screenshot attached.  

Which doesn't make much sense to me.
Is this expected and if not how to fix it so I will withdraw USD to USD card without interim conversion.

Go to wallet, click on your card then change currency to USD then try again

Incorrect, that is not an option in the Ukraine as per the link I posted.
