Sorry, there’s no switch to do it post-payment. Recipient has to issue a refund within the transaction details of which the PayPal fees are not refundable and sender resends payment as friends and family. Be sure not to request friends and family payment for goods and services transactions as this is against PayPal policy. 

But come July 28, 2022, US PayPal business accounts are no longer able to accept friends and family payments from US PayPal accounts. Goods and services payment only. Have to open personal accounts to accept friends and family payments. US PayPal accounts can no longer send friends and family payments to US PayPal business accounts.
