Charged Inactivity Fee as a New PayPal User

Hi there,
I am a new PayPal user. I just got an account two months ago, and received my first big transaction this past week. However, I was charged an inactivity fee of $20 because I'm new and therefore, there wasn't any activity before this. I'm wondering if this inactivity fee could be waived at all?

Sorry but when you start using Paypal you do not pay any inactivity fee, only when you have left your Paypal account with a balance in for over a year.
So are you talking about your normal Paypal fee for receiving payments for goods or services and are the funds actually showing in your paypal account?
