Cancelling a inactive payment

So I pay for an ongoing subscription.
The seller (with my consent) has suspended the transaction and therefore it has become inactive. In this time I have decided to cancel the subscription but it seems I can't as it's currently inactive. Is this a thing? It seems weird that I as the payer cannot make it active to then cancel it? I'm just trying to cancel it so I get a refund for my last payment and then I wish to cancel it all together to stop further payments being made.

If the automatic payment profile for the sub in your PayPal account is inactive, it stops future charges from moment it’s inactive, it doesn’t cancel payment retroactively. If you want a refund of that last payment made, ask the merchant for a refund/cancel your account or follow the steps/policies to cancel through your subscription account at merchant’s website.
