In a specific purchase I can't setup a case via resolution centre for refund. The only option is "report unauthorised activity" but I need to request a refund. How do I do that? I use resolution center regular and it works great but in this one transaction its not available.

Did you pay using the friends/family option instead of goods/services?
Only if you did then you negated any buyer protection and that is why you have the ''unauthorised'' option only?

Kudos / Solution appreciated.

It was payed a while ago, so it's marked paid, but goods arrived are very different. I normal just request a refund and all is done but here is no resolution center visible.

Is it over 180 days when buyer protection runs out, only seems weird you don't have the correct dispute option.
Your best bet is to ask customer services.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
