Can't make any payment

I'm not able to make any online payment using paypal

I'm getting this error : 

We aren't able to process your payment using your PayPal account at this time. Please go back to merchant and try using a different payment method.

I've tried to change my ip , browser , clear cache / cookies , I tried to wait 3-4 days but i'm always getting the same problem

Please advice

Would help if you said which funding source you are using / if you have used it before / has it been confirmed etc.
