Can't get money due to regulations

I am based in Ukraine now, all the documents are confirmed.
Wanted to get a donation from abroad but people can't send the money due to regulation.

What does that mean and how can I change it?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.
