Can't Pay invoice

I have a business account and I received an Invoice from a merchant in Japan. I am in the US.  I have done business with this merchant more than once in the past. Paypal will not allow me to pay it. I have talked to customer service 3 times now. This first agent told me that Paypal is having issues with Invoices and to wait 1-2 days for it to be resolved. She checked both our accounts and everything looks good. No further explanation. She also suggested to directly send the money to the Merchants email if nothing else worked.

 

Well... tried to send directly to their email, bypassing the invoice. NOPE! Still throws up the message that 1. The vendor has reached their receiving limit (They check. They haven't.) or 2. We couldn't complete your payment for you. To get your payments working again, check your account or contact us. (I have and no one can explain it.)

 

Second call to customer service and he said the system has decided that this merchant is a risk and will never send the payment. Came up with this answer pretty quickly and didn't sound very sure.

 

Third call to customer service and they found nothing wrong with either account and referred me to merchant technical support. Not sure how long it will take to hear back so I wanted to see if the hive mind had any ideas. I am getting desperate. Any ideas on how to resolve this would be greatly appreciated.
