It’s not an absolute given that the funds will be on hold. It depends on whether the recipient has built up a good track record with PayPal for the funds to be instantly available or not. PayPal is not an escrow service. Nevertheless, you’ll have 180 days from date of payment to report a problem and request a refund. You’ll see the “Report a Problem” link the transaction details.
Should the funds be on hold, by default, funds will be held for 21 days. You can confirm receipt if object arrives within 21 days after seller provides tracking info in the transaction.

Legal (bottom right of Paypals pages) > user agreement > buyer protection.
